Rock Jasmine (Androsace)

To ID this one, look for (1) a basal rosette of leaves that are toothed at their far ends; (2) a spindly umbel (multiple flower stalks diverging from a single point); and (3) tiny white flowers. The delicate umbel and flowers gave rise to one common name for this genus, Fairy Candelabra.
